Use
Regulation to Resolve Access Problems: S L Rao at CUTS

“Regulation is a
powerful tool for resolving the access problems in
regard to key utilities such as electricity and
oil and gas. Consumers in developing countries
such as India are plagued by unaffordability and
inadequate infrastructure for supply.” These were
the words of S L Rao, former Director General,
National Council for Applied Economic Research (NCAER)
and Chairman, Central Electricity Regulatory
Commission (CERC), while speaking at a conference
cum symposium on Quality of Regulation organized
in New Delhi by CUTS International, a leading
think tank working on economic and regulatory
issues.
Regulation is
crucial for welfare implications in the
infrastructure sector. Keeping this in mind, this
first of its kind conference showcased papers from
three developing countries from different corners
of the globe – Brazil, India and Kenya.
These papers
supported by CUTS highlighted the common problems
facing regulation of electricity and oil and gas
sectors in these three economies. Both sectors are
vital cogs in the development machinery of
economies but are still evolving in developing
countries.
The papers were
presented by their respective authors who hail
from the countries of study and are acknowledged
experts in the studied field. This is a first of
its kind attempt to collate and compare reviews of
sectoral regulation to offer a forward looking
perspective.
