competition law regimes incorporate a leniency regime whereby a
company can obtain immunity or a reduction in fine by reporting an
existing cartel to the competition regulator. In Hungary, this
system was introduced in 2003, when the Competition Office issued

France Telecom Fined

The French competition
regulator has fined France Telecom €27.6mn (US$40mn) for abuse of
its dominant position in the French overseas departments (DOM).
The regulator increased the fine by 50 percent as France Telecom

Airports Economic Regulatory Authority

the Airports Authority of India's dual reign as service provider
and regulator of domestic and international airports in India,
where often the charges for aeronautical services did not match

court has ruled that the Argentinean antitrust authority, the
Comisión Nacional de Defensa de la Competencia (CNDC), did not
have the jurisdiction to suspend Telecom Italia’s voting rights in

New Banking Measures

government introduced a measure whereby Norwegian banks can
exchange covered bonds issued by covered bond issuers against
short-term government papers. The aims of the measure were to give
banks improved access to liquidity and financing and to build

Spanish Competition Watchdog Probes Utilities

Spain's competition
regulator said it had asked five electricity distributors it is
investigating to resume giving their customers the information
they need to make a decision on changing their supplier. "The CNC
has adopted precautionary measures to oblige firms under
investigation to resume data access and to provisionally order a
halt to suspending applications to change providers," a National

Public Consultation for Amendment

public consultation on the amendment of the Code of Conduct for
the Provision of Premium Rate Services ended. The amendment was
deemed necessary in view of the vast number of consumer complaints
to the National Telecommunications and Posts Commission, Greece in

Representatives passed a comprehensive energy bill that contains
the first-ever nation-wide mandatory greenhouse gas “cap and
trade” programme. Formally entitled the “American Clean Energy and
Security Act of 2009”, the bill is more commonly referred to as
